What does it mean if there is civilian and democratic control over a military?

this is for my CWI class.What does it mean if there is civilian and democratic control over a military?
It means the military has to follow the orders of whomever is in the white house. The military does not set policy, they just carry it out. So when Clinton wanted to go to Somalia, we said ';yes sir.'; When Bush wanted to go to Iraq, it was the same response. They set the mission parameters (definition of sucess, etc), we make it happen.What does it mean if there is civilian and democratic control over a military?

It means that it is much more probable, that the military won't be in control over the civilians and the society !!
Something like the UN and look how crap they are lol
