Would it be possible to have Individual state immigration control?

Can individual states control their own immigration, for instance Florida is grossly abused when it comes to this immigration game, we get all the oldies dumped on us from up north and we get the millions of Hispanics, Europeans etc pouring in also, all this puts un necessary strain on our resources, environment and infrastructure. Immigration to the USA is not evenly spread, Florida is a small state in land area we cant cope with all this immigration, California is huge and it can barely cope. Would it be possible for each state to cap immigration to levels that are sustainable for that individual states area, needs and population?Would it be possible to have Individual state immigration control?
It's come to that. Sheriff Joe Arpaio in AZ in doing just that %26amp; drawing intense heat for Obama %26amp; the dems %26amp; the open borders crowd.Would it be possible to have Individual state immigration control?
I'm sure each state would love to tax you more to create a department that doesn't enforce the laws that they were created to enforce.
It is a great idea, but in America so many great idea's are discarded.
