Is it illegal to listen to air traffic control?

i saw a youtube video not too long ago, about modifying a transistor am/fm radio by kipkay. Is it illegal to listen to air traffic control. The only thing i know is that if you talk into it, then it's illegal. But what about listening? Is it illegal to listen to air traffic control?
No, it's perfectly legal.

They sell scanners in electronics stores that allow you to listen to ATC. Some airlines (such as United Airlines on channel 9 of your on board headset) even let you listen to the transmissions between your aircraft and the ATC.Is it illegal to listen to air traffic control?
It's still illegal. Their is a whole lot of privacy issues being violated which aren't illegal but the airport and the companies have strict air laws that include frequency laws. So, yeah it's cool to listen and you can just ask an airline if you can tune with their permission. Generally, if your nice enough and know something about air line control and not doing it to spy or get dirt on them, they'll let you in.
It is NOT illegal to listen to ATC.

You don't even have to modify a radio. Just jump on the internet to http://www.liveatc.net/.

Pick an airport. Start listening.

I'm doing it right now as I type this.
It is perfectly legal. Nowadays, if you go to purchase a scanner, they already have listed certain frequencies for air traffic control, marines, etc.
It is illegal to modify a radio.
Listening is fine.
Only if you're a terrorist
ya its not illegal
