The Animal Control officer assigned to our case, did not pay attention to details. As a result, our case was rejected by the local magistrate (Fairfax County, VA). Is there anything we can do to remedy the situation?

Nobody is willing (or able) to do anything. Does anyone have any suggestions?What can you do when an Animal Control officer does a poor job; resulting in your case not making it to court?
Well, police are often too busy to help everybody who asks, too. Just be persistent and patient. Have you ever heard the expression that the wheels of justice turn slowly?
