Is it Passable for humans to control the galaxy?

How many millennium years will it take for the human race to reach civilization type 5?Is it Passable for humans to control the galaxy?
It's not even possible for humans to control 1 percent of the galaxy. The galaxy is huge.

If civilizations advanced to where they could build spaceships that move at 1/2 the speed of light, which may never happen, and you build thousands of spaceships and loaded them up with people to colonize other parts of the galaxy, it would take well over 200 millenia for all of them to reach their destinations. And then it would take even more millenia to find out what they were doing. There would be effectively no communication across large distances. You'd hear about other parts of the galaxy as ancient history. That wouldn't be control.

If humans are ever going to expand into the galaxy, they will need a better physics than general relativity, because light is pathetically slow as a form of interstellar communication.

Colonists of Rigel Kentaurus could be successful, because it only takes 4 years for light messages to get there. But that's still 8 years for a message to get a reply. If you go to Rigel Kentaurus, you might send this to Earth:

';I made it! Rigel Kentaurus!';

Then 8 years later you'd hear:

';Congratulations! what's Rigel Kentaurus like?';

But there would be no point replying because during that 8 years you would already have sent back all kinds of reports. And if there was any trouble, you'd have to say

';Help, we're running out of supplies';

then wait 8 years to get the message

';don't worry, supplies are on the way';

and another 8 years for the supplies to get there.

At that point, you'd already be reaching old age. Colonizing the galaxy isn't as fun as people think.Is it Passable for humans to control the galaxy?
We are unable to control a piddling cyclone on earth.
