Animal Control Officers are employed by either a city or a county jurisdiction. Many cities have animal control officers who are employed by the city police department. Many counties, including King County, has an entire Animal Control team.
Each department is going to have different requirements. I know King County requires two solid years of hands on animal experience. That could be anything from working at a veterinary hospital as a kennel assistant, to working at a zoo as a zookeeper, to working at a doggy day care facility. Basically anything with hands on experience.
You also need a High School Diploma or GED and a Washington State Drivers License.
You'll have to pass the Animal Control exam as well.
